This is Indian Black Aventurine Quartz (Biotite in Quartz).
It has inclusions in a slightly translucent base, which sparkle when the angle is changed.
A separate product has been identified, and the result is "Aventurine Quartz".
The inclusions are likely due to graphite carbon.
