The EU and its Member States welcome the adoption of Resolution 2601 (2021) by the UN Security Council on the protection of education in armed conflict

The following statement was made by H.E. Mr. Olof Skoog, Permanent Representative of Sweden to the United Nations, on behalf of the European Union, its Member States, and Albania, Bosnia and Herzegovina, North Macedonia, Montenegro, Serbia, and Ukraine, (countries of the Stabilisation and Association Process or potential candidates), as well as Iceland, Liechtenstein and Norway (EFTA countries members of the European Economic Area), as well as San Marino and Monaco, in New York, 29 October 2021.

I speak on behalf of the European Union and its Member States.

The EU and its Member States welcome the adoption of Resolution 2601 (2021) by the UN Security Council on the protection of education in armed conflict. This resolution demonstrates the Council’s united commitment to protecting education and ensuring continuity of education in armed conflict. It sends a strong signal to all parties to armed conflict that attacks on schools, students and teachers are unacceptable and must cease immediately. This is particularly important for girls and women, as armed conflict is disproportionately impacting their access to education. We are pleased to see the resolution’s strong focus on this gender perspective.

The EU and its Member States note that this resolution builds on previous resolutions on children and armed conflict, especially Resolution 2143 (2014) which specifically condemns attacks on schools and calls upon all parties to armed conflict to refrain from actions that impede children’s access to education. Resolution 2601 (2021) goes further by requesting the Secretary-General to include information on attacks on education, including schools, children and teachers, in his annual reports on children and armed conflict. This is a critical step towards preventing and responding to such attacks, and improving accountability for these grave violations.

The EU and its Member States also welcome the resolution’s focus on ensuring accountability for perpetrators of attacks on education, as well as on measures to deter such attacks. It also reaffirms the obligations of States to respect and protect education, including schools, students and teachers, in armed conflict, and to ensure that education is not used for military purposes. This is an important step towards ensuring that education can continue even in the most challenging of circumstances.

The EU and its Member States recognize that education is a fundamental human right, and that it is crucial for building peaceful, inclusive and sustainable societies. We are committed to working with all relevant stakeholders to ensure that education is protected in armed conflict, and that all children have access to quality education, even in the most difficult of circumstances. We will continue to support the work of the UN, regional organizations, and civil society to achieve these goals.

The EU and its Member States underscore the importance of international cooperation and partnerships to protect education in armed conflict. We encourage all Member States to endorse and implement the Safe Schools Declaration, which provides a framework for protecting education from attack and for mitigating the impact of armed conflict on education. We also call on all parties to armed conflict to comply with international humanitarian law and international human rights law, and to ensure the protection of civilians, including children and educators, and civilian objects, including schools.

In conclusion, the EU and its Member States reiterate their strong commitment to protecting education in armed conflict and to ensuring that all children have access to quality education, even in the most challenging of circumstances. We look forward to working with all Member States and relevant stakeholders to implement Resolution 2601 (2021) and to achieve a world where education is safe for all.
